Los Angeles County holds dozens of incorporated cities, and each one runs its own building department, so the submittal package, the number of plan check rounds, and the fee schedule for the same project can look different a few miles down the road. Homes in unincorporated pockets go through the county rather than a city, and the mailing address does not always tell you which one has jurisdiction, so settle that first. Your local building department can tell you which trades need separate permits, whether the lot falls in a hillside, flood, or fire hazard overlay, and whether a soils or structural report has to come in with the plans. One statewide ADU law sits under all of it, but the objective design standards layered on top are written city by city.
